Hastings District Council, Napier City Council, Hawke's Bay Regional Council and Ngāti Kahungunu Iwi Incorporated are proud to host Te Mātāpuna 2010. This conference will be held at the Hawke’s Bay Opera House complex in Hastings.
The theme for Te Mātāpuna 2010 is:
“Nā Kohuki, ko wheriko whakamua”
“Reflect on the past to glimpse the future”

Who should attend?
All areas of council will gain valuable insights and experiences through attendance at Te Matapuna 2010. The conference is not limited to Maori officers, it is for all officers to attend.
If your local hapu are now involved in their Treaty settlement process, or have recently settled, then your key elected members and staff may benefit from attending Te Mātāpuna 2010. The conference will also add value to your operations, asset management, community development, engineering, land management, planning and policy development through sharing and listening to presentations from officers who are engaged with Maori in current work programmes.
Te Matapuna in its fourth year
This will be the fourth Te Mātāpuna conference. The inaugural conference was in 2005 hosted by Rotorua District Council, the second conference was in Christchurch convened by Environment Canterbury. The third, in 2007, was convened in Manukau by the Manukau City Council.
Uplifting the community as a whole
The conference is timely as hapu whanui throughout Ngati Kahungunu are presently engaged in their settlement negotiations with the Crown. The topics of the key note speakers will address the settlement process. This is a process about which understanding is sought by all councils. There will be opportunities for councils to assist hapu to engage, partner and co-govern, as appropriate, with local authorities for mutual benefit, to uplift the community as a whole.
Key note speakers
The Treaty of Waitangi claims’ settlement process affects all councils. Te Mātāpuna will discuss the role councils may play in ensuring the aspirations of claimant groups will be considered in the policy and consents processes. Key note speakers will present examples of the experience of achieving agreements and mutual understanding. For example, Tukoroirangi Morgan will refer to the Tainui co-governance regime managing the Waikato River, and Sir Tipene O’Regan will refer to the experience and success of the Ngai Tahu model.
There is now a new area of opportunity to engage in the settlement process, as councils have normally sat on the side of the Crown with respect to the claimant process.
As an example, Marlborough District Council used a different approach in identifying the long-term interests of Marlborough and partnered with the Kurahaupo Large Natural Group in driving their negotiations with the Crown.
In his key note address, What's best for our Maori constituents is best for Marlborough, at Te Mātāpuna 2010, Marlborough Mayor Alistair Sowman will talk about the process and experience of this engagement. Further, Fran Wilde and Te Waari Carkeek, will co-present Life in a Co-Governance Whare about their experience as co-chair of the co-governance group for Wellington Regional Council.
